Infrastructure & Innovative Water Projects

Currently, advancing project funding through Congress for water infrastructure: $746,000 for SJC Fire Readiness and Water System Rehabilitation, $746,000 for Recycled Water Quality Improvement, and $700,000 for Wastewater Capture and Reuse Project.
Advocated for and helped advance critical San Juan Ground Water Recovery Plant upgrades and system improvements that enhance water quality and operational reliability.
Leadership & Governance
Elected Board President in December 2025, guiding policy direction, long-term infrastructure investment, and regional partnerships.
Helped establish communication to improve transparency and resident engagement on rates, projects, and District decisions.
Regional Collaboration & Fairness
Supported successful integration of San Juan Capistrano's water system into SMWD, ensuring seamless service for thousands of customers.
Led efforts to right-size rates based on cost-of-service studies so that users pay their fair share, protecting overall affordability while maintaining high service levels.
Community & Economic Stewardship
Strengthened partnerships with local cities, legislators, and business leaders through active participation in one on one meetings, as well as State of the City events and regional forums, advocating for South Orange County's water needs.
Ensured projects that potentially impact safety or environmental quality, like the previously proposed Compass Energy Storage Project, are held to the highest standards and are not a threat to our water infrastructure or our constituents.
